I was really disappointed when FEMA refused to help people with out papers during the Katrina disaster. We now have another disaster in Southern California and again they refuse to help to those without papers in San Diego. It doesn't make sense and its hard for me to understand but when people need help and you are able to help then you don't ask questions you just do it. There was in incident in San Diego where a couple of illegal immigrants got caught stealing aid and now the whole media is really making them look bad. Maybe if the aid would have not been refused to them in the first place, then they would have not had the need to steal it.
