Guards had put him in solitary confinement, and late that night, an ambulance had taken him away more dead than alive.&lt;/p&gt;&lt;p&gt;But outside, for five days, no official notified the family of the detainee, Boubacar Bah, a 52-year-old tailor from Guinea who had overstayed a tourist visa. When frantic relatives located him at University Hospital in Newark on Feb. 5, 2007, he was in a coma after emergency surgery for a skull fracture and multiple brain hemorrhages. "Serious" retention issues are expected if benefits exceed the average monthly cost for a four-year public college, including tuition, room, board and fees, Gates said."&lt;/i&gt; &lt;/span&gt;&lt;span style="font-size: 10pt; "&gt;[Army Times, 4/30/08]&lt;/span&gt;&lt;/p&gt;&lt;p&gt;&lt;span style="font-size: 10pt; "&gt; &lt;/span&gt;&lt;/p&gt;&lt;p&gt;&lt;span style="font-size: 12pt; "&gt;President Bush also warned at a Rose Garden news conference that he would veto any additions to the Iraq Supplemental spending bill, even as Democratic leaders consider whether to include the GI Bill as an amendment to Mr. Bush's $108 billion supplemental request for 2008 war spending. &lt;i&gt;"I will not accept a supplemental over [$108 billion] or a supplemental that micromanages the war,"&lt;/i&gt; he said.&lt;/span&gt;&lt;/p&gt;&lt;p&gt;&lt;span style="font-size: 10pt; "&gt; &lt;/span&gt;&lt;/p&gt;&lt;p&gt;&lt;span style="font-size: 12pt; "&gt;Republican Former Senate Armed Services Chairman John Warner calls the Pentagon's opposition &lt;i&gt;"very thin and tenuous."  "The flip side of that is putting a big piece of cheese out there will induce more qualified people to join just to get this. Rokita&lt;/i&gt; - is an appeal of two lower court decisions that upheld the state's law requiring voters to present government-issued photo IDs in order to vote. The ACLU argued that the Indiana law creates an unconstitutional burden on voting rights.&lt;/p&gt;&lt;p&gt;"Today's decision minimizes the very real burden that Indiana's voter ID law places on tens of thousands of eligible voters who lack a government-issued identification while accepting at face value Indiana's unsubstantiated claim of voter fraud," said Ken Falk, Legal Director of the ACLU of Indiana and lead counsel on the case.&lt;/p&gt;&lt;p&gt;In January 2007, the U.S. Court of Appeals for the Seventh Circuit in Chicago upheld Indiana's voter ID law by understating the right of every individual to vote without being subject to undue burdens imposed by the state. There is no evidence that Indiana's voter ID law is justified by any actual problem of voting fraud, which is already prohibited by various criminal statutes in the state. No cases of in-person voting fraud have been prosecuted in the state in recent history.&lt;/p&gt;&lt;p&gt;"We are very disappointed in today's decision, but it leaves the door open to future challenges in Indiana and elsewhere by registered voters who are denied their right to vote based on onerous and unconstitutional voter ID laws," said ACLU Legal Director Steven R. Shapiro. "We should be seeking ways to encourage more people to vote, not inventing excuses to deny citizens their constitutional voting rights."&lt;/p&gt;&lt;p&gt;The Supreme Court's decision on the constitutionality of voter ID laws has broad national significance with the 2008 election underway. Indiana is one of over 20 states that have passed restrictive voter ID laws, while other states are considering similar legislation. Its backers said&lt;br&gt;it was needed to deter fraud.&lt;br&gt;&lt;br&gt;It was the most important voting rights case since the Bush v. Gore&lt;br&gt;dispute that sealed the 2000 election for George W. Bush.&lt;br&gt;&lt;br&gt;The law "is amply justified by the valid interest in protecting 'the&lt;br&gt;integrity and reliability of the electoral process,'" Justice John&lt;br&gt;Paul Stevens said in an opinion that was joined by Chief Justice John&lt;br&gt;Roberts and Anthony Kennedy.&lt;br&gt;&lt;br&gt;Justices Samuel Alito, Antonin Scalia and Clarence Thomas also agreed&lt;br&gt;with the outcome, but wrote separately.&lt;br&gt;&lt;br&gt;Justices Stephen Breyer, Ruth Bader Ginsburg and David Souter&lt;br&gt;dissented.&lt;br&gt;&lt;br&gt;More than 20 states require some form of identification at the polls.&lt;br&gt;Courts have upheld voter ID laws in Arizona, Georgia and Michigan, but&lt;br&gt;struck down Missouri's. Monday's decision comes a week before&lt;br&gt;Indiana's presidential primary.&lt;br&gt;&lt;br&gt;The case concerned a state law, passed in 2005, that was backed by&lt;br&gt;Republicans as a way to deter voter fraud. Democrats and civil rights&lt;br&gt;groups opposed the law as unconstitutional and called it a thinly&lt;br&gt;veiled effort to discourage elderly, poor and minority voters — those&lt;br&gt;most likely to lack proper ID and who tend to vote for Democrats.&lt;br&gt;&lt;br&gt;There is little history in Indiana of either in-person voter fraud —&lt;br&gt;of the sort the law was designed to thwart — or voters being&lt;br&gt;inconvenienced by the law's requirements.&lt;br&gt;&lt;br&gt;"We cannot conclude that the statute imposes 'excessively burdensome&lt;br&gt;requirements' on any class of voters," Stevens said.&lt;br&gt;&lt;br&gt;Stevens' opinion suggests that the outcome could be different in a&lt;br&gt;state where voters could provide evidence that their rights had been&lt;br&gt;impaired.&lt;br&gt;&lt;br&gt;But in dissent, Souter said Indiana's voter ID law "threatens to&lt;br&gt;impose nontrivial burdens on the voting rights of tens of thousands of&lt;br&gt;the state's citizens."&lt;br&gt;&lt;br&gt;Scalia, favoring a broader ruling in defense of voter ID laws, said,&lt;br&gt;"The universally applicable requirements of Indiana's voter-&lt;br&gt;identification law are eminently reasonable. It's much too serious a topic to compete with such fun stuff as Hillary tossing back a shot of whiskey, or Barack rolling a gutter ball.&lt;/p&gt;&lt;p&gt;The nation's future may depend on how well we educate the current and future generations, but (like the renovation of the nation's infrastructure, or a serious search for better sources of energy) that can wait. At the moment, no one seems to have the will to engage any of the most serious challenges facing the U.S.&lt;/p&gt;&lt;p&gt;An American kid drops out of high school every 26 seconds. That's more than a million every year, a sign of big trouble for these largely clueless youngsters in an era in which a college education is crucial to maintaining a middle-class quality of life — and for the country as a whole in a world that is becoming more hotly competitive every day.&lt;/p&gt;&lt;p&gt;Ignorance in the United States is not just bliss, it's widespread. A recent survey of teenagers by the education advocacy group Common Core found that a quarter could not identify Adolf Hitler, a third did not know that the Bill of Rights guaranteed freedom of speech and religion, and fewer than half knew that the Civil War took place between 1850 and 1900.&lt;/p&gt;&lt;p&gt;"We have one of the highest dropout rates in the industrialized world," said Allan Golston, the president of U.S. programs for the Bill and Melinda Gates Foundation. In a discussion over lunch recently he described the situation as "actually pretty scary, alarming."&lt;/p&gt;&lt;p&gt;Roughly a third of all American high school students drop out. Barack Obama's motorcade had just pulled in for an impromptu breakfast stop. The two met Obama, and they say he even signed excuse slips for them to show their teachers. That didn't work. Saltry and Daniel got one-day suspensions for leaving school grounds, and Saltry has been ordered to resign as senior class president. Saltry says it was worth being suspended to meet Obama, but he didn't expect to be bounced from his class presidency. The U.S. Postal Service will issue a stamp today honoring Los Angeles
newsman Ruben Salazar, who, through his reporting and opinion columns
during the 1960s, became a provocative voice for a Mexican American
community searching for its political and social identity.&lt;br&gt;
&lt;br&gt;
Among the first Mexican American reporters to work at a mainstream
newspaper, Salazar was killed Aug. 29, 1970, struck in the head by a
high-velocity tear gas projectile fired by a sheriff's deputy during an
anti-Vietnam War demonstration in East Los Angeles. He was 42.&lt;br&gt;
&lt;br&gt; A Times columnist and general manager of KMEX-TV at the time of
his death, Salazar quickly became a cultural icon. Awards are granted
in his memory, and roads, schools and parks have been named after him.
His likeness appears on posters, murals and lithographs, including one
by the famous Mexican painter David Alfaro Siqueiros. Folk songs were
written about him.&lt;br&gt;

Mindy Moretti&lt;br&gt;electionline.org&lt;br&gt;&lt;br&gt;An Iowa county judge ruled this month that the state's chief election official violated the state's "official English" law by providing election-related materials in Spanish, Laotian, Bosnian, and Vietnamese.&lt;br&gt;&lt;br&gt;The ruling, issued from a Polk County judge, came as the result of a lawsuit filed by U.S. Rep. Steve King (R-Iowa). If unchallenged or upheld, it would mean that Secretary of State Michael Mauro may no longer provide any voting materials in languages other than English.&lt;br&gt;&lt;br&gt;"When we came into office here, we believed that the information out there was correct and that we were providing a service to the public, making it more convenient to participate," Mauro said in a statement. "I have never seen anything wrong with participation."&lt;br&gt;&lt;br&gt;In 2002, then-Gov. Tom Vilsak (D) signed legislation into law requiring that all official government communications must be in English. Thirty states, including those with sizable populations of non-English speaking citizens, have English as their official language. So far, it is unclear what if any impact the Iowa ruling could have on the rest of the country.&lt;br&gt;&lt;br&gt;Iowa Gov. Chet Culver, (D) who at the time was secretary of state, asked the state's attorney general if a provision in the law that said, "any language usage required by or necessary to secure the rights guaranteed by the Constitution and laws of the United States of America, or the Constitution of the state of Iowa," allowed him to continue providing materials in languages other than English.&lt;br&gt;&lt;br&gt;Attorney General Tom Miller (D) determined that Culver could continue to provide the materials in languages other than English.&lt;br&gt;&lt;br&gt;King and seven others, including U.S. English, filed suit in late 2006.&lt;br&gt;&lt;br&gt;"This is a resounding legal victory for official English legislation and the majority of Iowans who backed the state's official English law," Mauro E. Mujica, Chairman of the Board of U.S. English, Inc. said in a statement. "The court has rejected the secretary of state's attempted end run around the legislative intent of the law and made it patently clear that the government has the right to control the message it sends to the public."&lt;br&gt;&lt;br&gt;Rob Toonkel, director of communications for U.S. English, Inc., said the factor in the organization's decision to pursue litigation in Iowa is that the provision of voter registration materials in certain foreign languages is neither federally mandated nor consistent with the law passed by the Iowa legislature.&lt;br&gt;&lt;br&gt;Advocacy groups disagree that a ruling such as this doesn't conflict with federal law.&lt;br&gt;&lt;br&gt;"You can have these language laws, but they can't conflict with federal rights.we think the Iowa decision is wrong," said John Tresviña, president and general counsel for the Mexican American Legal Defense and Education Fund. "It deprives U.S. citizens.many of them taxpaying.from their right to understand the ballot."&lt;br&gt;&lt;br&gt;According to Margaret Fung, executive director of the Asian American Legal Defense and Education Fund, there is a growing Asian population in Iowa (over 45,000 according to the 2006 Census America's Community Survey data).&lt;br&gt;&lt;br&gt;"The state has traditionally welcomed immigrants and refugees from Asia and other parts of the world," Fung said. By providing Asian-language voter registration forms online, the Iowa rule has encouraged greater civic participation in a cost-effective manner."&lt;br&gt;&lt;br&gt;Fung pointed out that many new citizens are not fully fluent in English but are well informed about politics and other issues.&lt;br&gt;&lt;br&gt;Immediately following the ruling officials in the secretary of state's office removed a bilingual voter registration forms from the state's Web site.&lt;br&gt;&lt;br&gt;At press-time, neither the secretary of state nor attorney general had indicated whether they would appeal the county judge's decision.&lt;br&gt;&lt;br&gt;"We're just trying to get our hands around it and what our options are," said Frank Chiodo, deputy secretary of state. "Is this a legislative fix, or a court fix, or is this something that needs to be left alone and we move on. We're looking at everything."&lt;br&gt;&lt;br&gt;Some conversations involve discussions about what impact the ruling will have on potential voters in Iowa.&lt;br&gt;&lt;br&gt;Iowa recently became one of seven states offering election-day registration and, with a backlog in the citizenship application process at the Citizen and Immigration Services Department that might not be cleared up anytime soon, questions linger about what impact this decision could have on November 4.&lt;br&gt;&lt;br&gt;Chiodo said that, should the ruling stand, voters in need of language assistance in filling out a registration form or with other voting materials nothing prevents a county from providing the voter with an interpreter or the voter from using one.&lt;br&gt;&lt;br&gt;How the ruling will impact individual counties is unclear. According to Ken Kline, president of the Iowa State Association of County Auditors and Cerro Gordo County auditor said the association has not taken a position and has far as he can recall, it hasn't even been discussed.&lt;br&gt;&lt;br&gt;"Personally, I believe it's a very emotional and political issue," Kline said. "Our county did have the Spanish-language [voter registration] form on our Web site and as soon as I heard the ruling, I pulled it down."&lt;br&gt;&lt;br&gt;Kline said that for his county - where to the best of his knowledge no one has ever requested materials in a foreign language - there don't seem to be strong feelings either way, but he does know that's the case in all counties.&lt;br&gt;&lt;br&gt;Advocates are watching the situation closely and taking a wait-and-see approach to what sort of actions they may take in Iowa.&lt;br&gt;&lt;br&gt;Tresviña said what sort of future action his organization would take hinges on whether or not the state chooses to appeal the decision. He noted the importance of Iowa as a swing state in the upcoming November elections and that many states have an increasing number of minority language voters.&lt;br&gt;&lt;br&gt;Fung said her organization is in contact with Asian American groups in Iowa and has offered assistance doing voter education. She also said that they support further court action.&lt;br&gt;&lt;br&gt;"If the Iowa Attorney General appeals from the district court's order, AALDEF would support the state's position regarding translated voter registration forms," Fung said. "Apparently, Congressman King refuses to accept the longstanding federal policy prohibiting 'literacy tests' for voters and ignores the success of the Voting Rights Act in increasing voter registration and turnout of minority voters. In the meantime, other states with "official English" laws should not be heartened by this ruling. Pitbull, Aventura, Ozomatli, Don Omar and other artists are helping to
mobilize Latino voters via a digital album to benefit Voto Latino.&lt;br&gt;
&lt;br&gt;
Voto Latino is a non-partisan get-out-the-vote organization co-founded
in 2004 by actress Rosario Dawson. The organization’s executive
director, Maria Teresa Petersen, said the politically-conscious songs
chosen for the compilation were “a launch pad for conversations” on a
variety of issues such as immigration. The topic is addressed in a new
track by Pitbull and Kurse, “Across the Waters,” about Cubans risking
their lives to get to the U.S.&lt;br&gt;
&lt;br&gt;
The compilation of new, previously unreleased and hit songs will be
released exclusively on iTunes April 15. The digital retailer, label
Nacional Records, and the artists and publishers involved are donating
all proceeds from the 15-track album, which will sell for $3.99.&lt;br&gt;
&lt;br&gt;
The album’s product page will have a link to Voto Latino, where people
can register to vote. iTunes and iTunes Latino will feature the product
in November; additional promotion for the project will come via
Billboard En Español and MySpace Latino.&lt;br&gt;
&lt;br&gt;

			 &lt;p&gt;Americans
for Legal Immigration PAC President William Gheen is in a tizzy over an
Absolut vodka advertisement that ran recently in Mexico. While it is no
longer running, he says it shows the alcohol manufacturer is peddling
products to a group of people actively seeking to claim U.S. territory
in the name of Mexico.&lt;/p&gt;
	
			  

			 &lt;p&gt;The ad showed an 1830s map
of Mexico and the United States where most of the modern western United
States was still part of Mexico. The ad headline was "In an Absolut
World."&lt;/p&gt;&lt;/span&gt;&lt;span name="intelliTxt" id="intelliTXT"&gt;&lt;p&gt;Absolut officials say they had no intent to make any immigration-related message with the ad, and have since issued an apology.&lt;/p&gt;
	
			  

			 &lt;p&gt;Gheen's group is calling for a boycott of the product until Absolut fires the ad agency.&lt;/p&gt;
	
			  

			 &lt;p&gt;"On
the one hand, we are boycotting Absolut. On the other hand, we want to
thank them for getting caught" placing such an outrageous ad, Gheen
said.&lt;/p&gt;
	
			  

			 &lt;p&gt;"We have a growing uprising here in America,"
Gheen said, warning that Mexicans and other illegal immigrants are
trying to take over the southern U.S. — an area Gheen said is not too
